Wenn etwas gerade passiert und ist noch nicht zu Ende - Past progressive.
Example: While I was looking out of the window, I saw a cat run into our garden.
Wenn gleichzeitg etwas passiert dann sind beide Ereignisse Past progressive
While I was looking out of the window jeremy was reading a book.

Wenn etwas neues eintritt - Simple Past.
Example: While I was looking out of the window, I saw a cat run into our garden.
Wenn zwei sachen passieren nacheinander - Simple Past.
Example: He came home, washed his hands and had his tea.
